CSN: Bullpen, missed chances cost Phillies

BOX SCORE

Wednesday?s game should have been about Roy Halladay having another quality start. It should have been about Chase Utley and Ryan Howard hitting solo home runs. It should have been about the Phillies winning.

It wasn?t about those things, because the Phillies didn?t win. And the Phillies didn?t win because the bullpen failed.

That unit had been pretty good lately. In 14 of the last 16 games before Wednesday?s meeting against the Pirates at Citizens Bank Park, the Phillies' 'pen allowed one or no runs. That had a lot to do with why the Phils were 6-0 after six innings this season. They were 6-0. They aren?t any longer.

When Halladay came out of the game, the Phils had a two-run lead. Then Antonio Bastardo, Mike Adams and Jeremy Horst pitched the last three innings against Pittsburgh and that lead turned into a permanent deficit.

Pirates 5, Phillies 3 (see Instant Replay).

Bastardo, Adams and Horst combined to allow six hits and four earned runs from the seventh inning on. Adams had a particularly bad outing. He gave up two hits, two walks and two earned runs and was pulled after facing just four batters in the eighth inning. He didn?t record an out.

?It?s very frustrating,? said Adams, who got the loss. ?We got out to a lead and got to the bullpen, but we weren?t able to hold on. It?s frustrating when the guys are battling and trying to put something together. For us to let them down like that, it?s very frustrating.?

Utley hit a solo home run in the first inning, his fourth of the season. Howard added a solo home run in the fourth when he crushed an 0-2 curveball to right field. It was Howard?s second homer of the year. The blasts by Utley and Howard were the first for any of the Phillies off a left-handed pitcher this season. When Kevin Frandsen hit an RBI single in the sixth, the Phillies looked like they were in good shape.

After all, Halladay had his third solid outing in a row. In his first two starts of the season, Halladay allowed 18 base runners and lasted only 7 1/3 total innings. Since then, he?s been much better. He won his last two starts, and he looked sharp against the Pirates on Wednesday.

Halladay went six innings, surrendering just one hit, one eared run and two walks. He struck out eight and threw 95 pitches, 57 for strikes.

?To me, it was like two different games,? Halladay said. ?We did so many things early. Defensively, we made some great plays. Chase hitting a home run. Ryan hitting a home run. We did a lot of great things early on in the game. Then, obviously, later in the game we didn?t do things like we had earlier. It almost felt like two different games.?

True enough. Bastardo took over for Halladay in the seventh and surrendered a home run to Pirates third baseman Pedro Alvarez. From there, things deteriorated quickly.

?[Wednesday] our bullpen, the back end of it, we had some trouble,? Charlie Manuel said. ?We didn?t get it done.

?I felt like we were in control of the game. Even after Bastardo gave up a home run to Alvarez in the seventh, I still felt like we were in control of the game. [Wednesday] was one of those nights. Our bullpen has been real good and we didn?t get it done. That?s going to happen.?

The bullpen was the most obvious reason the Phillies fell to the Pirates, but it wasn?t the only factor. The Phillies had several opportunities to score more runs. The Phils had 10 hits, but left eight men on base. They were also just 2 for 8 with runners in scoring position.

The biggest blunder came in the fifth inning. The Phillies had runners at first and third with no outs. But when Michael Young hit a grounder to third, Jimmy Rollins, who was on third base, didn?t immediately break for home. The hesitation resulted in a rare 5-4-2 double play when Rollins was thrown out at the plate. The Phillies didn?t score that inning.

?We definitely had a chance to score more runs, but we didn?t do it,? Manuel said. ?That?s the bottom line. We had chances. They were there for us.?

Satellite Imagery Company Skybox Teams Up With MapBox For Analysis And Annotation Of Data

Screenshot_4_24_13_8_54_AMGoogle isn’t the only company working on mapping out the entire world with satellite imagery and detailed information about every nook and cranny in the universe. Two companies are teaming up to create publishable information on your site or news article using detailed satellite imagery and advanced publishing tools. Skybox, a company that has raised $91 million?to launch its own satellites into outer space to capture detailed imagery of our streets and buildings, is working with MapBox, an OpenStreetMap contributor, on some pretty sweet analysis and publishing tools. Two Skybox satellites will be launched this summer, so the tools are coming at the perfect time. One of the examples of analyzing all of the images that Skybox captures, is a “change detection” system that focuses on one area and builds a playlist of photos that you can go through to detect changes in the area. Why would something like this be useful? Well, say you’re a company that has a fleet of ships and wants to know when they dock and leave. This tool could help track that: Additionally, MapBox provides tools that allow anyone to annotate imagery. In the example above, you could easily add notes to each coming and going ship that you’ve detected, with important context that will help you go back in time to make sense of all of the imagery you’ve collected: When I spoke with MapBox’s founder, Eric Gundersen, about the project, he pointed out that what you can do with maps is very limited right now, which is what makes this partnership important: You can’t annotate images, you can’t zoom in, can’t interact on your tablet. This is our first experiment of “how do you package up information along with data,” that would usually be a PDF. As Gundersen pointed out, the information that the tools above allow you to surface and track would normally be passed around in a huge Word document or PDF, which is a pretty rough and manual process for people who?are analyzing thousands of images a day. MapBox, which is fully bootstrapped, is working on some other really neat tools on their own, which should be available in the coming weeks. Think Google Map Maker, but easier to use and more available to the community that is already participating on the OpenStreetMap project.

Advisers warn UK CO2 emissions 'up'

A new report has laid bare the UK's pretensions to have cut greenhouse gas emissions over recent years.

Ministers have claimed global leadership in reducing CO2 emissions and urged other nations to follow suit.

But the official Climate Change Committee (CCC) said that the UK's total contribution towards heating the climate has actually increased.

This is because the UK is importing goods that produce CO2 in other countries.

The UK has been cutting emissions at home, but it has been importing more goods from other countries, pushing up CO2 emissions there.

The UK is second highest importer in the world of these so-called "embodied" emissions.

Each individual in the UK is responsible for double the imported emissions of someone in Germany, which has kept its manufacturing base.

BBC News has been highlighting this issue for some time and MPs asked the committee to examine it last year.

Total emissions target?

The committee said although production of CO2 is down 20% in the past two decades, the overall trend is up 10% because the cuts in production emissions have been outweighed by CO2 in the form of imported goods.

Some commentators have argued that the UK should switch to declaring its total emissions, instead of its production emissions.

The committee rejected this option as it is hard to quantify imported emissions and difficult to influence other nations' climate policies.

The CCC's chief executive, David Kennedy, told the BBC that it would be a mistake to target imported emissions in official analysis.

"High levels of imported emissions reflect the need for emissions reductions in other countries if climate objectives are to be achieved," he said.

"We should focus on reducing emissions produced in the UK, and proactively supporting an international agreement to reduce global emissions, following which our imported emissions would fall."

Mr Kennedy said border tariffs on CO2 embodied in imported goods should not be ruled out as an interim measure while the world struggles towards a global agreement.

The report did contain some good news on climate policy for the government.

Some lobbyists have argued that UK's unilateral climate targets are forcing up energy prices and driving manufacturing jobs abroad, but the committee found this false.

Impact on jobs 'negligible'

It said the UK exported its manufacturing jobs during the structural changes of the 1980s (during the Thatcher government) and pointed out that few industrial jobs are being lost at present.

It said the impact of carbon policies on jobs is "negligible", although it did not offer a figure.

The committee also said that energy costs due to low-carbon policies are expected to rise by 20-25% from 2011 to 2020 for industrial users.

But it said that across industry as a whole, energy costs account for around 3% of total costs, so increasing energy prices are unlikely to have much impact.

It admitted that the government may need to continue support for firms needing large amounts of power.

The energy-intensive industries account for around 2% of UK GDP and 2% of jobs.

The committee agreed that if nations fail to agree a meaningful deal on CO2, the UK should reconsider in 2020 its own unilateral climate change targets.

Gareth Stace from the manufacturers' association EEF said: "This report (shows) unilateral climate change policies are adding costs that are not borne by our competitors. The government must ensure that cost effectiveness is at the heart of its approach to securing investment in new low carbon energy."

But the green group WWF said the report showed the German government had over-compensated its industry and urged the UK government not to follow suit.

Friends of the Earth's Shrubsole said: "Ministers must come clean about our carbon emissions - it's no good pretending they're falling, when UK imports have actually caused them to rise. This reveals the truth behind attempts to blame countries like China for climate change, when a significant proportion of their emissions are produced in order to maintain our quality of life."

(AP Photo/Robert F. Bukaty)

(AP) ? Boston Marathon bombing suspect Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, U.S. officials said Tuesday, adding another piece to the body of evidence they say suggests the two brothers were motivated by an anti-American, radical version of Islam.

As he lay in his hospital bed with a gunshot wound to the throat, Dzhokhar Tsarnaev, 19, was charged on Monday with carrying out the bombing with his older brother, who died last week in a gunbattle. Tsarnaev could get the death penalty.

Interrogators questioned him at the hospital, letting him write down his replies, and his answers led them to believe he and his brother were motivated by religious extremism but appeared to have no major terrorist group connections, said U.S. officials, who spoke on condition of anonymity because they were not authorized to discuss the investigation publicly.

However, the written communication precluded back-and-forth exchanges often crucial to establishing key facts, officials said. They warned that they were still trying to verify what Tsarnaev told them and were poring over his telephone and online communications.

On Tuesday, two officials said the older brother frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate. The magazine has endorsed lone-wolf terror attacks.

Also Tuesday, family, friends and colleagues gathered to pay their final respects to Sean Collier, the Massachusetts Institute of Technology police officer who authorities say was ambushed and killed by the Boston Marathon bombing suspects. And a private funeral was held for 8-year-old Martin Richard, the youngest of the three people killed in the bombing. In a statement, the boy's family called it "the most difficult week of our lives."

Dzhokhar Tsarnaev, whose condition was upgraded Tuesday from serious to fair, was charged with using and conspiring to use a weapon of mass destruction. The University of Massachusetts-Dartmouth student was accused of joining with his brother in setting off the shrapnel-packed pressure-cooker bombs that killed three people and wounded more than 260 on April 15.

The brothers are ethnic Chechens from Russia who had been living in the U.S. for about a decade.

The next step in the legal process against Tsarnaev is likely to be an indictment, to which federal prosecutors could add new charges. State prosecutors have said they expect to charge Tsarnaev separately in the killing of the MIT officer.

Federal public defender Miriam Conrad, whose office has been asked to represent Tsarnaev, asked that two death penalty lawyers be appointed to represent Tsarnaev, "given the magnitude of this case."

A probable cause hearing ? at which prosecutors will spell out the basics of their case ? was set for May 30. According to a clerk's notes of Monday's proceedings in the hospital, U.S. Magistrate Judge Marianne Bowler indicated she was satisfied that Tsarnaev was "alert and able to respond to the charges."

Tsarnaev did not speak during the proceeding, except to answer "no" when he was asked if he could afford his own lawyer. He nodded when asked if he was able to answer some questions and whether he understood his rights.

Conrad declined to comment when contacted by The Associated Press.

The criminal complaint outlining the allegations shed no light on the motive for the attack.

In the criminal complaint, investigators said Dzhokhar Tsarnaev and his brother each placed a knapsack containing a bomb in the crowd near the finish line of the 26.2-mile race. The FBI said surveillance-camera footage showed Dzhokhar manipulating his cellphone and lifting it to his ear just moments before the two blasts.

After the first blast, a block away from Dzhokhar, "virtually every head turns to the east ... and stares in that direction in apparent bewilderment and alarm," the complaint says. But Dzhokhar Tsarnaev, unlike practically everyone else around him, appeared calm, the FBI said.

He then quickly walked away, leaving a knapsack on the ground; about 10 seconds later, a bomb blew up at the spot where he had been standing, the FBI said.

The FBI did not say whether he was using his cellphone to detonate one or both of the bombs or whether he was talking to someone.

Among the details in the affidavit:

? Dzhokhar Tsarnaev had gunshot wounds to the head, neck, legs and hands when he was captured hiding out in a boat in a backyard in the Boston suburb of Watertown, authorities said.

? One of the brothers ? it wasn't clear which one ? told a carjacking victim during their getaway attempt: "Did you hear about the Boston explosion? I did that."

? The FBI said it searched Tsarnaev's dorm room at the University of Massachusetts-Dartmouth on Sunday and found BBs as well as a white hat and dark jacket that look like those worn by one of the suspected bombers in the surveillance photos the FBI released a few days after the attack.

What Are Miranda Rights?

To fans of television cop dramas, the Miranda warning has a familiar ring:

"You have the right to remain silent. Anything you say can and will be used against you in a court of law."

It goes on: "You have the right to an attorney. If you cannot afford an attorney, one will be provided for you."

Miranda rights have been read to nearly all persons arrested in the United States since 1966 ? but because of one critical exception, they won't be read to the suspect in the Boston Marathon bombing.

Fifth and Sixth Amendment rights

In 1966, the U.S. Supreme Court issued a groundbreaking ruling in the case of Miranda v. State of Arizona.

That ruling found that the Fifth and Sixth Amendment rights of Ernesto Arturo Miranda had been violated after he was arrested and tried for rape and kidnapping. [Understanding the 10 Most Destructive Human Behaviors]

The Fifth Amendment protects an arrested person from being compelled to be "a witness against himself," or self-incrimination; the Sixth Amendment guarantees that a person shall "have the assistance of counsel for his defense."

Miranda signed a confession after hours of interrogation by the Phoenix Police Department. At no point was he informed of his right to remain silent or his right to an attorney.

Miranda rights have undergone significant changes over the years, and some jurisdictions have their own variations of the standard Miranda verbiage.

Many U.S./Mexico border states, for example, have added the following: "If you are not a United States citizen, you may contact your country's consulate prior to any questioning."

The public-safety exception

An important exception was added in 1984, when the U.S. Supreme Court found, in New York v. Quarles, that if public safety is at immediate risk, a suspect's statements are admissible in court, even if his or her Miranda rights have not been explained.

In that case, an arresting officer asked a suspect where his gun was, to which the suspect replied, "The gun is over there." His statement was ruled admissible in court because the presence of a gun constituted a risk to the public.

This so-called "public-safety exception" to Miranda rights has been invoked many times since 1984, most prominently in cases of terrorism.

Boston Marathon bombing suspect Dzhokhar Tsarnaev will be questioned without being read his Miranda rights, according to Slate.

"The legal argument for the [public-safety] exception is that in times of exigency, where the public might be in danger, it is possible to interrogate an individual at some level in order to relieve the public of the danger," former U.S. Attorney General John Ashcroft told NPR.

However, Ashcroft said, "You don't want to get evidence that would be very valuable ? maybe essential to a conviction ? which is excluded based on the fact that a Miranda warning was not given, or improperly given."

Stating your silence???????????????????????????????????????

In 2010, the U.S. Supreme Court ruled in the case of Berghuis v. Thompkins that a defendant had to explicitly state his or her desire to remain silent in order to be protected against self-incrimination.

During a lengthy police interrogation in 2000, murder suspect Van Chester Thompkins remained silent for several hours, until he made some incriminating statements.

But because Thompkins did not specifically state his intention to remain silent, his statements were ruled admissible.

In her dissent, Justice Sonia Sotomayor called the ruling "a substantial retreat from the protection against compelled self-incrimination," the Associated Press reports.

Google Fined $189K For ?One Of The Biggest Data' Privacy Violations In Germany

sv-carGoogle 1, Germany 0. German regulators were furious when it was found that Google’s street car was unintentionally collecting email, photos, and passwords from its citizens’ unprotected Wi-Fi networks — something Hamburg-based regulator, Johannes Caspar,?called “one of the biggest data-protection rules violations known.” Yet, regulators could only muster a financial hand slap of 145 euros, or about 0.005 percent of the search giant’s annual profits. Regulators couldn’t find any “criminal” violations for the data-stealing misstep, and German law has a maximum ceiling of 150K euros for privacy law negligence, according to Bloomberg. Between 2008-2010, Google’s street car, which?photographs?and maps cities with a 360 degree camera, had ?stolen valuable, yet unencrypted data. Google chief privacy counsel, Peter Fleischer, claims it was?unaware?of the breach and did not use the sensitive information. Of course, not everyone in the Eastern Hemisphere has privacy hangups, like this randy Australian couple who cheerfully waved at the Google street car while having (fake?) sex. Google has been on a legal hot streak; it avoided potentially tens of millions of dollars in fines from the U.S. Federal Trade Commission for antitrust accusations related to how it prioritizes its own products in search results. Politico’s Tony Romm has a thorough account of how Google hired government insiders to deftly navigate the federal investigation. Google would have had a legal hat trick, were it not for a sizable $22.5 million settlement in 2012 for secretly collecting data from Apple’s Safari Internet browser. Google is still embroiled with six European nations over its general privacy policies, so Europe may still get the lucrative fines it’s desperately seeking. [Image Credit: Google]

Lessons from Smallpox Guide Polio Endgame

The world is closer than ever to eradicating polio. With only 223 wild poliovirus cases in five countries in 2012, the paralytic disease has been knocked down to just a handful of small reservoirs. Recognizing this historic opportunity to achieve eradication, we have enthusiastically joined more than 400 scientists from 80 countries to sign the Scientific Declaration on Polio Eradication.

Through the declaration, we are endorsing a clear path?not just an aspiration?to bring an end to polio: the new Eradication and Endgame Strategic Plan. This plan, developed by polio partners, donors and other stakeholders under the auspices of the Global Polio Eradication Initiative (GPEI), is a comprehensive strategy to reach and sustain eradication. Scientists signing the declaration are uniting behind GPEI?s plan, urging its full funding and implementation.

What gives us confidence that this plan will work? For both of us, the proof is personal: we served more than three decades ago on the team that eradicated smallpox, the only other human disease to be wiped from the planet. We see in the polio endgame plan the same hallmarks of success that guided smallpox eradication to completion.

The first ingredient for success is a relentless focus on pulling out the roots of the disease, no matter how challenging the circumstances. The smallpox effort required rooting out the disease amid major floods, famines and civil war. In recent years, similar focus has enabled huge obstacles to be surmounted for polio. Notably, India has now gone two years without a new wild polio case, despite a large population, inconsistent infrastructure and hard-to-reach migrant groups.

Over the next few years, the GPEI strategic plan calls for focusing polio efforts on the three countries where the disease remains endemic: Afghanistan, Nigeria and Pakistan.1 All three countries have already launched emergency action plans on polio, and have made remarkable progress toward stopping transmission.

The second ingredient for success is creative problem-solving. For smallpox, the value of creative and flexible approaches was demonstrated in Nigeria in 1966, when the country faced a smallpox vaccine shortage just as the disease broke out in an isolated village in Ogoga province. An unconventional plan to vaccinate only those at highest risk of contagion proved pivotal. Vaccinators identified these individuals by working with community members and tracking the daily routines of villagers, such as visits to markets. This catalyzed a revolutionary ?surveillance and containment? strategy that is now used to fight other infectious diseases.

The polio program itself has spawned spectacular innovations. As with smallpox, vaccination is the main tool against polio, and reaching underserved and migrant children who are perpetually missed during vaccination campaigns is one of the program?s biggest operational challenges. In response, new tools like GIS mapping technology have been employed, and polio vaccinators carry GPS-equipped cellphones that quickly identify missed areas. Critically important genomic meta-data is mapped to each new outbreak, creating an innovative ?marriage? of epidemiology and genetic detective work.

A third ingredient for success is learning from setbacks. We are encouraged that the polio effort is taking a page from smallpox by continually reviewing where past approaches have been insufficient. GPEI?s plan outlines new approaches to ensure vaccination campaigns are not interrupted by political instability and insecurity. The plan also includes a careful timeline for withdrawing versions of the polio vaccine that, in very rare cases, can lead to paralysis ? a critical final step toward achieving eradication.

Perhaps the most important way in which polio eradication builds on smallpox is by following up after a country eliminates the disease by building systems for other national health priorities. When the smallpox campaign entered its final stages, those of us involved were keenly aware of our responsibility to contribute to the fight against other diseases. In the same way, the plan for polio eradication looks beyond polio. The future holds promise for the transfers of resources for delivering polio vaccines ? including health workers, surveillance systems and community relationships ? directly to other health priorities.

Polio eradication has never been closer. Now, the global community must meet its collective responsibility to ensure implementation of the plan, including fully funding it upfront and promoting shared accountability. By working together, we will soon relegate polio ? alongside smallpox ? to the history books.

????

1 Although in 2012 there were wild poliovirus cases in five countries, the disease is endemic in only three countries. Endemic countries are defined as those that have never stopped indigenous wild poliovirus transmission.

Japan?will join 11 nations already in talks on the TPP: the?United States,?Canada,?Mexico,?Peru,?Chile,?Vietnam,?Malaysia,?Singapore,?Brunei,?Australia?and?New Zealand. Members hope to reach a deal by the end of this year.

With the world's third-largest economy on board, the final TPP pact would cover nearly 40 percent of global economic output and one-third of all world trade.

Abe has prescribed a three-part economic plan of hyper-easy monetary policy, big fiscal spending and steps to spur longer-term growth, including deregulation and government backing to beat deflation and engineer lasting recovery. Joining the TPP talks is seen as the first, key element of that growth strategy.

"Japan's participation in the negotiation will underscore the economic significance of TPP and its promise as a pathway toward a Free Trade Area of the?Asia Pacific," said the joint statement by trade ministers of the TPP member nations.

Japan?hopes to participate in the July round of negotiations, which would require the?White House?to quickly giveCongress?90-day notice of its intention to begin trade talks with Tokyo.

A 17th round of talks is currently scheduled for May in?Peru. The dates and location of the 18th round in July have not yet been announced.

Last week,?Japan?struck a deal with the?United States?to get Washington's support to join the TPP talks.

The TPP talks are officially slated to conclude this year, although many trade experts expect them to stretch into 2014.

Japan?is hoping to protect key agriculture goods such as rice, wheat and dairy products to appease its politically powerful farm lobby.

"Japan?will aim to secure tariffs on agricultural products after entering the TPP talks. The situation is quite tough but we have not given up," a senior government official said.

Kazuhito Yamashita, research director at the?Canon Institute?for Global Studies, said?Japan?should be looking beyond the TPP to boost broader trade ties.

"Japan?can have bargaining power as the nation is the only one involved in trade talks such as the TPP,?Japan-EU,?Japan-China-Korea, and the RCEP," he said.

Talks on a?Regional Comprehensive Economic Partnership trade?block include the 10-nation Association of South East Asian Nations (ASEAN) along with?Japan,?China,?South Korea,?Australia,?New Zealand?and?India, but not the?United States.

"Japan?is in a very interesting strategic position.?Japan?could become a hub in?South East Asia?and a bridge between the region and the West if the authorities clearly understand this."?

Condition of Indian girl who was raped improves

NEW DELHI (AP) ? The condition of a 5-year-old girl who was allegedly kidnapped, raped and tortured by a man and then left alone in a locked room in India's capital for two days has improved, a doctor said Sunday, as protests continued over the authorities' handling of the case.

The girl was in critical condition when she was transferred Thursday from a local hospital to the largest government-run hospital in the country. But D.K. Sharma, medical superintendent of the state-run hospital in New Delhi where the girl was being treated, said Sunday that she was responding well to treatment and that her condition had stabilized.

Police say the girl went missing April 15 and was found two days later by neighbors who heard her crying in a locked room in the same New Delhi building where she lives with her family. The girl was alone when she was found, having been left for dead by the man following the brutal attack, police say.

A 24-year-old man was arrested Saturday in the eastern state of Bihar, about 1,000 kilometers (620 miles) from New Delhi, in connection with the incident. After being flown to New Delhi, he was in custody Sunday and was being questioned, police said.

The incident came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country.

For the second consecutive day, hundreds of people protested Sunday outside police headquarters in the capital, angry over allegations that police had ignored complaints by the girl's parents that she was missing.

About 100 supporters of the main opposition Bharatiya Janata Party protested outside the home of the chief of the ruling Congress Party, Sonia Gandhi, demanding that the government ensure the safety and security of women and girls in the city.

The protesters also demanded that the Delhi police chief be removed from office and that police officials accused of failing to act on the parents' complaint be dismissed.

"Police and other officials that fail to do their jobs and instead engage in abusive behavior should know that they will be punished," Meenakshi Ganguly, South Asia director of New York-based Human Rights Watch, said Sunday.

Police said they detained more than 50 protesters when they tried to break down barricades on the road leading to Gandhi's house. The protesters were released after a few hours.

Police also placed restrictions on the gathering of more than four people on the main avenue in the heart of New Delhi after university students said they planned to hold a demonstration there later Sunday. Despite the police order, about 100 students gathered at New Delhi's iconic India Gate monument and held a peaceful protest late Sunday.

Sexual crimes against women and children are reported every day in Indian newspapers, and women often complain about their sense of insecurity when they leave their homes.

Prime Minister Manmohan Singh called for changes in attitudes toward women in India, where there has been a fierce debate since December's fatal New Delhi gang rape about the routine mistreatment of females.

"The gruesome assault on the little girl a few days back reminds us once again of the need to work collectively to root out this sort of depravity from our society," Singh said Sunday at a meeting with civil servants.

A day earlier, Singh had urged Indian society "to look within and work to root out the evil of rape and other such crimes from our midst."

The fatal beating and gang rape of a young woman aboard a moving New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.

But activists say that merely passing strong laws is not enough, and that the government has to convey its intention to crack down on crimes against women to its officials and the police.

"Enacting strong laws are simply a first step, but it needs the government to focus urgently on implementation if it is serious about protecting children and other victims of sexual abuse," Human Rights Watch's Ganguly said.

LulzSec hackergets year in prison for PlayStation Network breach

Correction: The Sony property that was hacked ? Sony Pictures ? was misidentified in an earlier version of this story as PlayStation Network, which was also compromised in 2011. The U.S. district court ruling only applies to the Sony Pictures hack.

Cody Kretsinger, a hacker affiliated with LulzSec's breach of Sony Pictures in 2011, has been sentenced to a year-long prison term.

According to a report from Reuters, the U.S. district judge in Los Angeles additionally sentenced Kretsinger to home detention following his prison term, during which time he will be required to perform 1,000 hours of community service.

Kretsinger, who went by the online handle "Recursion" during his time in LulzSec, first pled guilty in April 2012 to one count each of conspiracy and unauthorized impairment of a protected computer. While he initially pleaded not guilty, Kretsinger ultimately reversed his decision as part of a plea bargain with prosecutors.

During last year's plea hearing, Kretsinger told a federal judge that he gained access to the Sony Pictures website and gave the information he found there to other members of LulzSec, who posted it on the group's website and Twitter.

Prosecutors said Kretsinger and other LulzSec hackers ultimately caused the unit of Sony more than $600,000 in damages.

Report: Blackstone drops out of race to buy Dell

NEW YORK (AP) ? Buyout specialist Blackstone Group has abruptly ended its courtship of Dell Inc. less than a month after saying it intended to trump a deal with the slumping computer maker's CEO, according to a report published late Thursday.

The Wall Street Journal said that the Blackstone Group scrapped a plan to buy most of Dell Inc.'s outstanding stock for $14.25 per share. The newspaper cited unnamed people familiar with the matter in a story.

Blackstone, which is based in New York, didn't immediately respond to requests for comment.

If Blackstone has backed out, Dell's board will have to disclose the change of heart. That would likely come in a regulatory filing or press release Friday.

Losing a potential bidder would be a setback to Dell shareholders unhappy about the Round Rock, Texas company's agreement to sell itself to CEO Michael Dell and a group of investors led by Silver Lake Partners for $24.4 billion, or $13.65 per share. Dell's stock has been trading above that price for most of the time since the deal with Michael Dell was announced in early February, signaling investors were betting other bidders with emerge with a better offer.

A special committee on Dell's board had said it believed Blackstone's proposal could be more lucrative than the deal struck with Michael Dell and Silver Lake. But the committee wanted to review the formal terms of Blackstone's bid before making a final assessment. That competing offer has now apparently evaporated.

A bidding duel for Dell could still unfold. Billionaire investor Carl Icahn, known for his irascibility, also has submitted a preliminary proposal to pay up to $15 per share for 58 percent of Dell's stock.

Blackstone's about-face comes amid more evidence of the deteriorating conditions in the PC market as more technology spending shifts to smartphones and tablet computers. Worldwide PC shipments plunged by 14 percent in the first three months of the year, according to International Data Corp., the steepest quarterly decline during the 19 years that the research firm has been tracking the market. Dell's PC sales slipped 11 percent during the quarter, leaving it as the world's third largest maker of laptop and desktop machines.

Michael Dell believes he can turn around the company by diversifying into more profitable niches such as business software, data storage and consulting. It could be a wrenching process, something that Michael Dell believes he will be able to do if he doesn't have to worry about Wall Street's fixation on short-term results. Under the deal with Michael Dell and Silver Lake, Dell Inc. would end its 25-year history as a publicly traded company.

In a show of confidence in his plan, Michael Dell is contributing $4.5 billion of his cash and stock to the proposed buyout. Loans would provide most of the rest of the financing.

Shareholders opposed to the current $24.4 billion deal would prefer to be able to retain some stock in Dell Inc. so they can reap some of the gains from the recovery that Michael Dell envisions.

Dell Inc. has agreed to cover up to $25 million in expenses that Blackstone incurred while exploring its bid.

Google Glass test units are rolling 'off the production line,' Google has announced. But there are lots of rules attached.

According to the Google Glass terms of service (hat tip to CNET), Glass users may not "resell, loan, transfer, or give your device to any other person without Google's authorization."

If they do, the terms?continues, "Google reserves the right to deactivate the device, and neither [the user] nor the unauthorized person using the device will be entitled to any refund, product support, or product warranty."

In other words, if you decide to sell your Glass headset to your best friend for a couple thousand bucks, and Google catches wind of the transaction, the Mountain View giant can remotely wipe out the capabilities of the glasses, leaving your buddy with a futuristic-looking but useless chunk of plastic.

As the Los Angeles Times notes, the restriction on reselling/loans likely has two purposes: it helps keep Glass away from competitors, and it helps prevent testers from charging exorbitant prices for the gear.?

Wired has published a report on a Philadelphia man named Ed who put his Glass goggles up on eBay, and watched as the bids reached $90,000.

"After getting a message on Twitter from Google saying I had been selected as part of the program a couple weeks ago," said Ed, who asked that Wired only use his first name, "it just came to mind if they are giving out to a limited number of people, I could put it out there on eBay and sell it for a lot more than $1,500."?He later removed the listing from eBay.?

On Wednesday, Google announced that the first Glass tester units were rolling "off the production line" and into the hands of testers. "We?ve been waiting for this day for a long time, and it?s been both thrilling and surreal to watch it happen," Google reps wrote in a Google+ post. "We?re currently notifying our Explorers who signed up at Google I/O 2012, and they?ll be receiving Glass in waves in the coming weeks."?

NZealand is 13th country to legalize gay marriage

WELLINGTON, New Zealand (AP) ? Hundreds of jubilant gay-rights advocates celebrated at New Zealand's Parliament as the country became the 13th in the world and the first in the Asia-Pacific region to legalize same-sex marriage.

Lawmakers voted 77 to 44 in favor of the gay-marriage bill on its third and final reading Wednesday night. People watching from the public gallery and some lawmakers immediately broke into song after the result was announced, singing the New Zealand love song "Pokarekare Ana" in the indigenous Maori language.

"For us, we can now feel equal to everyone else," said bank teller Tania Penafiel Bermudez, who said she already considers herself married to partner Sonja Fry but now can get a certificate to prove it. "This means we can feel safe and fair and right in calling each other wife and wife."

In one of several speeches that ended in a standing ovation, bill sponsor Louisa Wall told lawmakers the change was "our road toward healing."

"In our society, the meaning of marriage is universal ? it's a declaration of love and commitment to a special person," she said. She added that "nothing could make me more proud to be a New Zealander than passing this bill."

Most political party leaders had encouraged lawmakers to vote by their conscience rather than along party lines. Although Wall is from the opposition Labour Party, the bill also was supported by center-right Prime Minister John Key.

"In my view, marriage is a very personal thing between two individuals," Key said. "And, in the end, this is part of equality in modern-day New Zealand."

Since 2005, New Zealand has allowed civil unions, which confer many legal rights to gay couples. The new law will allow gay couples to jointly adopt children for the first time and will also allow their marriages to be recognized in other countries. The law will take effect in late August.

"This is really, really huge," said Jills Angus Burney, a lawyer who drove about 90 minutes to Parliament to watch the vote with her partner, Deborah Hambly, who had flown in from farther afield. "It's really important to me. It's just unbelievable."

Burney, a Presbyterian, said she and Hambly want to celebrate with a big, traditional wedding as soon as possible.

The change in New Zealand could put pressure on its neighbor. In Australia, there has been little political momentum for a change at a federal level and Prime Minister Julia Gillard has expressed her opposition to same-sex marriage. Some Australian states, however, are considering gay-marriage legislation.

Rodney Croome, the national director for the lobbying group Australian Marriage Equality, said that since Friday, 1,000 people had signed an online survey saying they would travel to New Zealand to wed, though same-sex marriages would not be recognized under current Australian law.

"There's this really big, pent-up demand for this in Australia," Croome said. "New Zealand is just a three-hour plane ride away, and many couples are going to go to New Zealand to marry. They are just so sick and tired of waiting for the government to act. I think it's going to spark this big tourism boom."

Many people in New Zealand remain vehemently opposed to gay marriage. The lobbying group Family First last year presented a petition to Parliament signed by 50,000 people who opposed the bill. Another 25,000 people have since added their signatures to that petition.

"Historically and culturally, marriage is about man and a woman, and it shouldn't be touched," said Family First founder Bob McCoskrie. "It doesn't need to be."

McCoskrie said same-sex marriage should have been put to a public referendum rather than a parliamentary vote. That might not have changed the outcome, however: Surveys indicate that about two-thirds of New Zealanders favor gay marriage.

The change was given impetus last May when U.S. President Barack Obama declared his support for gay marriage. That prompted Prime Minister Key to break his silence on the issue by saying he was "not personally opposed" to the idea. Wall then put forward the bill, which she had previously drafted.

Same-sex marriage is recognized in the Netherlands, Belgium, Spain, Canada, South Africa, Norway, Sweden, Portugal, Iceland, Argentina and Denmark. Lawmakers in Uruguay approved a law last week that President Jose Mujica is expected to sign. Nine states and the District of Columbia in the U.S. also recognize such marriages, but the federal government does not.

In his speech before Wednesday's vote, lawmaker Tau Henare extended a greeting to people of all sexual identities and concluded with a traditional greeting in his indigenous Maori.

"My message to you all is, 'Welcome to the mainstream,'" Henare said. "Do well. Kia Ora."

At #Thatcher, no halfhearted tweets on Iron Lady's legacy

The global reaction to former British Prime Minister Margaret Thatcher's death displayed the depth of her impact ? like it or not.

As Margaret Thatcher was in life, so are the tweets that have followed her death.

In the minutes following the announcement of the former British prime minister's death Monday, #Thatcher shot to the top of global Twitter trends as the world weighed in on her legacy ? or at least as much of it as they could cram into 140 characters or less.?

Here are some highlights of the global Twitter reaction.?

Official response

World leaders were among the first to weigh in on Thatcher's legacy with carefully curated messages of condolence.

"Lady Thatcher didn?t just lead our country, she saved our country," wrote @David_Cameron, the official Twitter account of the British Prime Minister. (And the snarky backlash quickly followed. "From equality and happiness?" one tweeter replied, one of some 2,000 who responded to the prime minister's initial tweet. "Just how out of touch can one man be?" asked another.)??

"She stands as an example to our daughters that there is no glass ceiling that can?t be shattered," weighed in @BarackObama, while?India's prime minister, Manmohan Singh (@PMOIndia) wrote blandly,?"She was a transformative figure under whom the United Kingdom registered important progress on the national and international arena."

And the BBC sent along a message from Mikhail Gorbachev, tweeting: '#Thatcher "a great politician & bright personality" who will "remain in our memory & history"'

But in at least one corner of the world where Thatcher's legacy is particularly fraught, there was silence on official Twitter accounts.

"Waiting for an official comment from Buenos Aires re?#Thatcher's?death," tweeted the BBC's Argentina correspondent. "Under her govt Britain went to war with?Argentina?over the Falklands."

'Like a tank barrel'

Elsewhere in the Twitter-verse, reactions were more raucous, mixing critiques and memories of the Iron Lady's towering personality.?

"Condolences to my British friends for the 1980s," wrote Nigerian-American writer Teju Cole (@tejucole).

"Asking Thatcher a q at a press conf was intimidating," remembered Australian journalist Mark Colvin (@Colvinius). "Her gaze swivelled on you like a tank-barrel."?

He continued: "A friend of mine, interviewing Thatcher, asked her qs she didn't like. Just out of camera view, her press sec kicked him in the shins."

And one Canadian journalist weighed in to make sure a crucial aspect of the prime minister's legacy wasn't forgotten in the chatter. "Most of what Thatcher is claimed to have done is exaggerated," he wrote. "Except inventing soft ice cream - as a chemist in the '50s, she did that."

The empire tweets back

Meanwhile, across the British commonwealth, tweeters pondered the Thatcher legacy in their own backyard.

"Before there was Thatcher, there was [Indian Prime Minister] Indira Gandhi. Just saying. Apparently the two got along well," wrote Indian journalist?Ammu Kannampilly.

South Africans were less generous. "Apartheid supporter Margaret Thatcher dead at last," wrote a popular opinion writer. "Apartheid would've ended a little earlier had it not been for her," said another.?

And Irish comedy writer Colm Tobin put a finger on?his country's national pulse?when it came to Thatcher's legacy: "Not a lot of love for Margaret Thatcher in Ireland. As an enemy of the state she sits somewhere between Oliver Cromwell & Thierry Henry."

Too fast??

Amid the global haste to weigh on on Thatcher's death, however, Twitter also provided reminders about the dangers of the digital age scramble to be the first to a story.?

Thatcher detractors, for instance, gleefully circulated a BBC-based headline typo announcing that Thatcher had "died of a strike."

Meanwhile, the opening paragraph of the Financial Times' obituary for Thatcher briefly revealed what one tweeter called "the perils of the pre-packaged obit."?

The text was quickly corrected, but not before it was immortalized on Twitter, a moment of clumsy reaction captured in Internet amber for all the world to see.

None of the Twitter reaction, however, came as a shock to British journalist Martin Belam. In December he tweeted a pie chart he'd created called, "What Twitter will look like on the day Thatcher dies."?

At last, a Thatcher tweet no one can dispute.?
